Mr. Tseng is the Managing Partner at TWL Law Group and is qualified to practice law in New York, Taiwan, and mainland China. Additionally, he serves as a Non-Resident Researcher at the Fairbank Center for Chinese Studies at Harvard University.   

 

Mr. Tseng combines and draws from his international practice experience to offer legal services and counsel in joint venture, investments, mergers and acquisitions, banking, infrastructure and construction, among others. Mr. Tseng provides ongoing consultancy to the local conglomerates, MNCs, and government bodies.  He also serves as an arbitrator at arbitration centers in Bangkok, Yangon, Taipei, Hainan, and Kunming. 

Mr. Tseng holds an LL.M from Northwestern University and an LL.M. and LL.B. from National Taiwan University.

Representative Experience

Advised a Nasdaq-listed financial technology group on a cross-border acquisition involving an insurance agency in the Philippines, including full legal due diligence, transaction structuring, and regulatory compliance under Philippine law, leading to a successful 100% acquisition through a regional holding entity.

 

Prepared legal memoranda, conducted internal training, and developed SOPs for a leading multinational manufacturer in the global consumer electronics supply chain, focusing on data protection and privacy compliance across multiple jurisdictions.

 

Represented a leading telecommunications group in Southeast Asia in international arbitration proceedings before CIETAC and HKIAC, including post-award enforcement matters.

 

Led cross-border financing transactions for a major Chinese bank, supporting data center infrastructure projects in Thailand and Vietnam.

 

Advised on India’s first automated toll gate project, providing regulatory and project-structuring legal support.

Advised a Taiwan-based on-demand lifestyle and booking platform on its USD 22.5 million cross-border merger with a regional restaurant reservation company, accelerating expansion across Southeast Asia.

 

Advised on a semiconductor joint venture, one of the largest foreign direct investments in India’s history, involving the establishment of a greenfield chip manufacturing ecosystem.

Acted on a semiconductor OSAT joint venture in North India, aimed at strengthening India’s domestic semiconductor backend manufacturing capacity.

 

Assisted a global market leader in air-conditioning systems in forming a joint venture to expand rotary compressor manufacturing in India.

Represented the Myanmar government for the tendering, development and operation of a special economic zone and led the establishment of 2 industrial parks.

 

Advised on the investment on the upgradation of the Burma Road (Mandalay – Muse Highway), a backbone project of the China Myanmar Economic Corridor (CMEC).

 

Assisted a tenderer for the Yangon Central Railway Station Project in relation to investment structuring and review of the Request for Proposal and Concession Agreement.

 

Spearheaded the market entry of over 15 international banks into Myanmar, and managed inter-bank loans and finance projects where the major Myanmar banks and local enterprises are parties.
